Procedures for Personal Mechanical Conveyance Policy
These procedures incorporate the definitions set forth in TU Policy 06-09.03 – Policy on Personal Mechanical Conveyance and may be amended without need to amend the Policy.

PMC Operation and Use Procedures
- All PMC usage on campus must adhere to the mandates set forth by the Maryland Motor Vehicle Administration concerning PMC, including Personal Assistive Mobility Devices (PAMDs), as well as the rules and regulations detailed in TU Policy 06-09.03 and set forth by other governmental agencies.
- PMCs on Shared Use Paths
- PMC operators may operate their PMCs on shared use paths but must practice caution and yield to pedestrians.
- In exercising caution, PMC operators are always prohibited from:
- Transporting any passengers unless the PMC is specifically designed for the purpose (i.e., child bike trailer).
- Wearing headphones, earbuds, or earplugs in both ears while operating the PMC.
- Carrying or transporting anything that may prevent the PMC operator from being able to remain safely in control of the PMC.
- In exercising caution, PMC operators MUST:
- Remain alert and attentive.
- Remain in the designated shared use path unless there is an obstruction or an emergent
situation.
- In the case of an obstruction or emergent situation, the operator must temporarily maneuver outside of the path to avoid it. However, they must exit and reenter the path when safe to do so.
- Maintain a safe/reasonable speed for the conditions to protect others and the operator.
- Always yield the right of way to pedestrians.
- Racing, jumping, trick-like maneuvers, or acrobatics while operating PMC is strictly prohibited.
- In the absence of a clearly marked PMC path, PMC operators should stay to the far right of the path travelling in the direction of the pedestrian traffic flow.
- PMCs on Campus Roadways:
- When operating their PMC on campus roadways, operators are responsible for:
- Obeying general traffic laws set forth by Maryland legislation, and further detailed at the .
- Remaining as close to the right side of the roadway as safety permits.
- Using hand signals.
- Maintaining a following distance of at least two car lengths from any vehicle in front of them.
- Not passing any slow-moving vehicles.
- Yielding to pedestrians.
- Not traveling at speeds exceeding 15 mph.
- When operating their PMC on campus roadways, operators are responsible for:
- PMC Registration:
- Any individual who brings a PMC onto campus is encouraged to register the PMC with the Office of Public Safety for theft/loss prevention purposes.
- The University recommends that all PMCs be equipped with the following:
- A lamp affixed to the front of the device that allows for visibility of at least 1,000 feet (about 304.8 m).
- A red reflector secured to the rear of the PAMD, which allows for visibility of at least 1,000 feet (about 304.8 m).
- One amber reflector fixed to each side.
- Functioning brakes.
- A bell or horn.

PMC Parking, Storage, and Charging Procedures
- PMC must only be parked in specifically designated areas, which may be equipped with bicycle racks and should be secured with a lock.
- Operators must not park and/or lock up their PMCs in any non-designated areas, which
include, but are not limited to:
- Lamp posts;
- Handrails;
- Benches;
- University installed signs;
- Trees and/or shrubbery; and
- Any area that would obstruct the entry or exit to a building, or walkway.
- Any form of PMC equipped with a gas/petroleum tank or electric battery is prohibited from being stored, parked, or brought inside of any building due to the risk of fire and/or explosion. This includes stairwells, hallways, and common areas of buildings.
- Electronic charging of any type of PMC is prohibited inside University buildings, residence halls, or facilities.
- Smaller PMC, such as skateboards, roller skates, in-line skates, etc. that use human power only may be brought into University buildings, residence halls, and facilities provided the PMC are removed from the user’s body and are kept in the possession of the PMC owner. Larger PMC such as pedal cycles and scooters are not permitted inside University buildings, residence halls, or facilities, and must be properly secured at a bicycle rack or other approved location outside the building.

Abandoned Property Procedures
- PMCs are personal property, and individuals must abide by the University’s Lost and Found Procedures, which complies with TU Policy 08-01.21 – Lost or Abandoned Currency or Property and USM VIII-1.21 – Policy on Lost or Abandoned Currency or Tangible Personal Property on University System Premises.
- PMCs that remain unclaimed on-campus after the end of the academic year are classified as Abandoned Property and are kept for one year in storage, after which time the University donates them to charity or keeps them for educational and/or operational purposes.

Enforcement: The University will enforce all violations of these procedures and TU Policy 06-09.03 – Policy on Personal Mechanical Conveyance in accordance with TUPD Directive - 2.439 Skateboards, Roller Blades, Roller Skates, Bicycles, Scooters, etc.
